These regulations now classify such installations as "free construction", meaning they do not require prior authorization, as long as they comply with local zoning regulations.

 

Specifically, Article 33-quater introduces the following amendment to Article 6:

"The construction and installation of removable and fully transparent panoramic glazing (VePa) with temporary functions of protection from atmospheric agents, improvement of acoustic and energy performance, reduction of thermal dispersion and partial waterproofing from rainwater for protruding balconies or recessed loggias is allowed, provided that they do not configure permanently enclosed spaces, do not involve changes in volumes and surfaces defined by the building regulations-types, do not generate new volume or involve a change in the intended use of the building from an accessory surface to a useful surface".

 

For VePa to qualify as free building, they must therefore meet specific criteria:
 
  1. Application Spaces: Glazing can be installed to close projecting Balconies or recessed Loggias, thus spaces that are already part of the property. This requirement is fundamental since it excludes the application of VePa, under the free building regime, on Pergolas and Verandas, classified instead as annexes or appurtenances therefore a non-integral part of the house.
  2. Amovability: Glazing must be easily movable, such as through sliding or folding mechanisms.
  3. Non-permanent enclosure: The installation must not create permanently enclosed spaces that alter the volume of the building or change its intended use.
  4. Minimal visual impact: The profile must be minimized so as not to alter existing architectural lines.
